这是老美的答复。。。
'That' is a relative pronoun which functions as a conjunction. 'That is' is a subordinate clause. As you know, we need a conjunction or a relative pronoun that acts as a subject of a clause.
The two clauses 'that have a ...' and 'that screen out a labor market' are adjective clauses which describe the noun 'mechanisms'. These two adjective clauses are joined by another subordinate clause 'that is'.
Now the sentence can be written as :
Not all employment selection mechanisms that have a “disparate effect,” that is, that screen out .....labor market, are unlawful.
Each clause with 'that' describes 'mechanisms'. So the verb 'are' agrees with plural subject 'mechanisms'.

that is = in other words
所以后面的that是与前面的平行，所以不能用which means
