这个them 看来只能指代 population 但是又是 a population 应该用it 指代，所以找不到them能够指代的了

这么说吧，第二个分句做主语的代词会优先指代第一个分句的主语，也就是them会让人觉得是在指laos，同时它实际上是在指people。这样就存在歧义了
本题C答案这边不是主要错误，主要错误是改变了原句的重心。

laos是表示一个国家，是单数吧？，而且从原句后面用的has也看得出来是单数

c 没有run-on啊？不是有but做转折连词么？
我的理解：but后，in...with...都是介词短语做状语(表达awkward），但无主语，故使them无指代
搜了好多贴没找到答案，自己体会的，希望有人释疑！！
