我觉得判断的标准时but后面有没有主语，如果有主语，那么是个独立的主语，就是单独的句子，加that和前面的that并列，如果没有主语，那和前面的是一句话，就是都是前面的that下面的

可是我觉得than后如果没有is的话，比较的前后就不对称了……

比较从句中的系动词如果和主句相同，如这里的is，一般都是要省略的；
话说B有很多问题for determining不能用来表示目的，whether后面的or not一般要省略

1. something was need to do（而不是 for）......直接排除 B, E
2.  agreed that...... but （agreed） that ...... 是平行结构， that 前面省略了agreed。 Agree引导的宾语从句，that不可以省略。 排除A
3. whether ......angioplasty preceded by ultrasound is not any better than .......the balloon procedure by itself, 又是一个平行结构。 加上他们determine的是一个科学事实，一般用现在时态，所以选 C

看句子观整体。注意理解作者想要说的是什么。
当同一个人表达不同的两种观点 或 相同的两种观点 时（总之就是一人有俩观点），最好的句式就是这个XXX人 + 动词（agree, discover....）that引导第一个从句 + and/but +that引导第二个从句。
例如这道题，一般你看到后面是个完整的句子（主谓宾都有）的情况下就应该想到要用that引导了。
还有，看到and/but就想平行！关键要找准和谁平行。如果你og看了大于两遍了，就根据句意多分析。不要再单纯抓住语法点不放了。
