答案是C。但是我纠结于一个小问题，既然a bank是单数，为啥disclose不用单数呢？

因为require这个词...指令动词后边的should都必须省略。
The GD bill requires that a bank (should) disclose to their customers......

词句中It第一近的是customers，所以只能指代第二近BANK

为什么不是Tourists，看起来tourists最近啊。。。
