Sorry to disagree, but past tense here is  incorrect.

Look at the beginning the of sentence, "Since Feb.", which is a strong indicator of present perfect tense.  The phrase modifies following clauses "the Federal Reserve has raised its short-term interest rate target five times" and "analysts have been predicting for weeks that the target will be raised again in November." Further, there is no indication that  we need to shift to past tense; therefore,  "predicted" cannot be correct.

We use "will" in the second clause because "analyst predict", which indicate something happens in the future. h

1.句中含有两个句子(the FD has raised target和analysts have been predicting that the target will be raised)；他们是由and连接起来的，只不过是后面的句子带了个because of the strength修饰analysts have been predicting...罢了而已。
2.不看since Feb.这个标志性的完成时时态的indicator的话从GMAT句子平行角度也必须选择现在完成时以保持has raised target和have been predicting的结构平行。
A.    because of the economy’s continued strength, analysts have been predicting for weeks that the target will
B.    with the economy’s strength continuing, analysts predicted for weeks that the target - 这里GMAT原句要表达的是一种“因果”的关系，所以千万不能选with的伴随状语！
C.    because the economy continues strong, analysts predicted for weeks that the target would - continues时态错误；predicted时态不平行
D.    due to the economy’s continued strength, analysts have been predicting for weeks that the target - will是必须要的！因为predicting表达的未来的未发生的事。

NN说得有道理！做GMAT语法题应该有宏观思维，纵观全句，我一开始没有考虑到and前后的并列成分时态应该保持一致。

怎么我记得XDF的老师说过GMAT语法中due to只能放在be动词后面作表语呢？

A时态是完成时，根据句意应该是过去时。
