Sorry to disagree, but past tense here is incorrect.
Look at the beginning the of sentence, "Since Feb.", which is a strong indicator of present perfect tense. The phrase modifies following clauses "the Federal Reserve has raised its short-term interest rate target five times" and "analysts have been predicting for weeks that the target will be raised again in November." Further, there is no indication that we need to shift to past tense; therefore, "predicted" cannot be correct.
We use "will" in the second clause because "analyst predict", which indicate something happens in the future. h

because of something: The court of inquiry ruled that the crash was due to pilot error. She has been absent from work due to illness. The restaurant's success wasdue largely toits new manager. Attendance at the meeting was small, due in part to (=partly because of)the absence of teachers.
WORD CHOICE:
owing to, due to, because of, thanks to
Owing toand due toare slightly formal. They are often used in official notices and public statements? Owing to bad weather, this morning's flight will be delayed. ? He is retiring due to ill health.!! Owing toand due toare prepositions (they come immediately before a noun). They are not conjunctions (they cannot connect two parts of a sentence)? I had to wait hours because the plane was delayed (NOT I had to wait hours owing to the plane was delayed).
In spoken English, it is more usual to use because ofthan owing toor due to? All my clothes got wet because of the storm (NOT owing to the storm). Thanks to is used to explain why something good has happened? Thanks to the success of his first album, he is now a wealthy man. ?

完全同意silent7706. 句子主干:Since February, the Federal Reserve has raised target, and because of the strength, analysts have been predicting that the target will be raised. 1.句中含有两个句子(the FD has raised target和analysts have been predicting that the target will be raised);他们是由and连接起来的,只不过是后面的句子带了个because of the strength修饰analysts have been predicting...罢了而已。 2.不看since Feb.这个标志性的完成时时态的indicator的话从GMAT句子平行角度也必须选择现在完成时以保持has raised target和have been predicting的结构平行。 A. because of the economy’s continued strength, analysts have been predicting for weeks that the target will B. with the economy’s strength continuing, analysts predicted for weeks that the target - 这里GMAT原句要表达的是一种“因果”的关系,所以千万不能选with的伴随状语! C. because the economy continues strong, analysts predicted for weeks that the target would - continues时态错误;predicted时态不平行 D. due to the economy’s continued strength, analysts have been predicting for weeks that the target - will是必须要的!因为predicting表达的未来的未发生的事。 E. due to the fact of the economy’s continued strength, analysts predicted for weeks that the target will - 时态错误是其一,另外the fact of在GMAT中是wordy的
