Very good question! Sorry for my late reply, i have not come to this forum for a while.

Here, "that" refers to "a tool of conversation". I know that you will ask, so why can't "that" refer to "conversation"? Well, if the author indeed wanted to state that radio is "a tool of conversation", there is no other way that "that" can come right after "a tool" in this sentence without changing the meaning of the sentence.  If you eliminate "of conversation", 1) you completely change what the author intended to convey; 2) there is no such an option here.

In conclusion, you should treat "a tool of conversation" as a whole phrase that is modified by a that clause. If this concept still confuses you, let me know, and I'd like to help.

that,which都不一定要紧跟被修饰的对象的，二者都可以跳跃指代。有个原帖我忘了网址了，给你附件word文档吧，是我之前从那个网址上原文复制下来的。

总而言之，that和which的用法很灵活。
首先，that和which最常见的用法是【紧跟被修饰的词】，当然一般情况下that是做限定性修饰；而which是做非限定性修饰，即which前头往往会有个【逗号】。
第二，that和which都可以跳跃指代，但是前提是that和which前面一定是【核心词+修饰词】这样的结构，that和which才能跳跃【修饰词】去修饰核心词。
第三，that和which一般都倾向于用在【裸奔名词】之后（也就是一个词，比如a book that... , a bike that....  book和bike都是单独的一个名词），撑死它们可以出现在【核心词+修饰词】这样的结构后，去跳跃指代【核心词】。但是，如果句尾出现意群，最好使用同位语而非that或which这样的指代词。（详情看OG12 Q63）

再看一遍，觉得C项: M conceived of the radio as a tool for private conversation that could substitute for the telephone.
是跳跃指代，指代the radio.
