应该用be estimated to be 而非be estimated at，这是习惯用法

(2) 认为by the end of the decade放在cost后面很合适，除了这个位置还能放在哪里呢？句首和句末都会产生歧义，句中没有一个地方可以插进去的。

当然E选项是优选
