B 应该错啦 主语是 soaring tele costs, 如果用 B的话 就是 比较 costs和 pervious election...

虽然C那个时态我也不知道咋出来的。。不过在这里面 这个应该是最对的 肯定是复数哦～～costs嘛～～

也请达人指教一下 C的时态是咋用出来的
