我选的是A。当时认为主从句时态要一致，而选了A。
OG 给出的解释是 由于dumping continues to the present，所以用现在时。但为什么不能认为 dumping 是在 reduced 之前发生的，用过去完成时呢？

agreement是政府规定，其内容在被修改之前的任何时侯都是有效的，就像客观真理一样，所以要用现在时。。。这里的dump和reduce没有时间先后关系

这道题在白勇里的答案好像就是A，属于扯淡题，因为题目本身就有二义性

确切地说，我认为第一个谓语动词用reduces也没错，因为a 1972 agreement里1972并不是全局的状语，只不过CE的后半都有点问题

这题选D没有错
that引导的是定语从句，定语从句的时态是不受主句时态限制的。reduced的只能是现在或未来的P的量，不是已经dumped了的P的量，that修饰的是P
