首先,确实如@逆水潜龙 所讲的那样,曼哈顿SC Strategy (6th edition)第132页确实讲了:In theory, every pronoun in a well-written sentence should clearly refer to one antecedent. If a sentence uses the same pronoun multiple times, every instance must refer to the same antecedent. If the first it refers to one noun and the second it refers to another, unacceptable confusion reigns. 所以这一题里面,分号后面的they最好也理解为Italian vintners.
另外,sell在牛津高阶的第一个意思就包含及物和非及物两种用法:

verb, noun
verb (sold, sold )
exchange for money
~ sth (to sb) (at / for sth)
~ sb sth (at / for sth) to give sth to sb in exchange for money: [VN, VNN] I sold my car to James for £800. ◆ I sold James my car for £800. ◆ [VN] They sold the business at a profit / loss (= they gained / lost money when they sold it). ◆ [V] We offered them a good price but they wouldn't sell. 结合price的意思:
verb [VN]
[usually passive] ~ sth (at sth) to fix the price of sth at a particular level: a reasonably priced house ◆ The tickets are priced at $100 each. ◆ These goods are priced too high. 如此,整句话的意思就是: 为了降低他们的库存,意大利葡萄酒商降了价;他们的葡萄酒已经被固定在一个价格水平去卖,并且他们也确实这样去做(即,去卖)了。
当然,时态也能排除其余选项。
我也并没有认为自己的理解一定对,但是看别人的回答(包括老外)之后还是存在困惑,所以还是觉得这么理解比较好(我选对了,当时就是这么想的,反而是后来看OG解释有点困惑了),欢迎指正。
