不是啰嗦的问题，主语是a permanently orbiting space station，划线部分是主语同位语，显然 flights不可能是station，所以只有D的the shuttle and earlier spacecraft才正确

这样清楚了一些，再问一下B和D的区别，
B的错误是不是因为with前面不应该有逗号？
D的which正确的修饰了 spacecraft
