The first step VC will do is: screening. Like sushi said, they usually have their own standards. Once your plan passes that threshhold, then they will start to contact you. What they usually do includes:
1) interview management group;
2) visit existing customer;
3) ask a third-party to analysis your plan;
4) do a personal reference check;
5) contact your supplier vendor;
6) analysis your financial projections.

well, it is a california based company in terms of this startup. And it is in Hi-tech industry that focusing on VOD and VOIP. It is a hot topic, I have no doubt, he can raise enough money even under current situation. But hehe, I am trying to convince him to raise part of the money in China, so that to reduce the tie to VC in US. you know, VCs in US are quite demanding while VCs in China are just started, they usually won't put their fingers all over the map.
