UMN还没面试，这个email算是录取吗？

I have completed my review of your application, the applicant interview form and your initial selection of courses for completing the Masters of Accountancy (MAcc) Program. Your application process to the MAcc is complete and I have signed your application. Our decision to admit you to the MAcc has been forwarded to the Graduate School for final review.
When the Graduate School approves your application, they will send you an announcement confirming your admission. The MAcc office will also receive the notification of your admission and will send you a “Welcome Letter” to the MAcc.

有点惊喜，又不敢想象，cos my GPA is 3.17
