that表达应该不算错，至少og上好像没有说它错。不过这里还是to do 好，至少看上去简洁。

这里的that不用让我百思不解。motion后面我理解应该用从句来修饰的，而从句的that是不可省略的。

Judge Bonham denied a motion to allow----,是解释为"Bonham法官否决了一个提案为了让陪审团每天回家而不是把他们关在一个酒店里"?这里的to感觉像表目的。不如用that从句来的明确。

请教大家了。

a montion to .... 是很常见的用法。
"to ..." 是用来修饰"motion"的，表示motion的内容，目的等等。

motion to 强调目的；motion that 强调motion的内容。

两者的区别在使用时，有时很难感觉出来，因为目的和内容似乎很难分清：
We will now vote on the motion that membership charges should rise by 15%. 显然表示内容。

I'd like to propose a motion to move the weekly meetings to Thursdays. 表示目的；但是这句话也可被改为：I'd like to propose a motion that the weekly meetings should be moved to Thursdays. 表内容。但意思上似乎没有太大差异。

所以我认为在这道题中，to/that不是关键问题，平行是决定性因素。
