On one hand, the action "being the US citizen" lasts for long a time while the action "born" happens only for several seconds.
On the other hand, "being" is in active voice while "born" is in passive voice.
I guess these are OG means.
When we use parallel verbs, we should make the verbs as same as possible in tenses, voices and other aspects.

But I think the most terrible problem in A should be the incorrect verb consquence. Since a person should firstly be born and after then he/she became a citizen, we cann't say that she was a US citizen before she was born.
