我自己的理解是：determined and differing都是用来修饰local time.但是determined表被动，而differing表主动。意思是local time是被决定的（was determined），而local time又是因为城市的不同而不同（不同是主动的，只有differing才是表示主动的形式，而differed是表示被动）
