但是我觉得"shrink"和"decline by 17 percent"这两个动作并不是两个分离的动作，是有互相补充的关系的，题目想表现的意思是17%这个降幅大于任何一个国家，所以为什么不能用E的伴随状语，而要将两个动作平行？

看过prep以后，最大的收获除了了解了一些很基本但也很重要的语法点之外，就是知道了GMAT SC考的是选择最优选项

在逻辑意思上，对于E来说，由于With做伴随状语是表示的是与主句谓语同时进行的一种状态，所以按照E的表达方式，就应该理解为在人口shrinking的同时，一直有一个计划好的decline,理解起来比较牵强

总是，这一题应该比较逻辑意思上得出最佳答案的。

首先，在逻辑意思上，对于E来说，由于With做伴随状语是表示的是与主句谓语同时进行的一种状态，所以按照E的表达方式，就应该理解为在人口shrinking的同时，一直有一个计划好的decline,理解起来比较牵强

另外，从语法角度上考虑，with做伴随状语的时候，前面主句一般不用进行时态。但这一点我也不是很确定，有待NN们确认。

总是，这一题应该比较逻辑意思上得出最佳答案的。
