答案给的C，后面的GWD22里也有这题，答案还是C。我觉得是A。我认为C中1which 指代句子 2 鱼应该单复数同型，而且多用复数，C用its，错。我这么理解是否有无，请各位斧正！

A不对 a circumstance在句子里做什么成分？句子如此零碎，逻辑关系很不清楚，第一眼就感觉是最不像答案的那一个……

个人看法：关于你说的两个问题：its配mockfish指鱼的品种，用单数。which的先行词是but后面被省略了的legal limits。 

即使你觉得which很难解释，在ABDE都有明显错误的情况下，只能选C。我们要选的是五个里面的最佳，而非我们知识范围内可以联想到的最佳……
