In A, having less than ... can be reflect "an individual or individuals", not logic
In B, individual or individuals own the building with fewer....with can either reflect the verb own or the building, not clear
In C, a private house is a building ... and is owned by..., then there should be a conj. to connect "eight units" and "no commercial space"
In D, there is no conj. to connect "fewer than eight units" and "no commercial space"

我觉得C最大的问题是is owned by an individual 不能和 is a building 平行，而是应该进一步陈述这个builing 的属性。从而扭曲了原句的意思
