我有个疑问，望大牛指点：这里如果forty-eight states后面用that从句，那从句的谓语应该与forty-eight states一致，从而这里的A.B.C.选项由于都用了单数has，所以都可以排除。请各位大牛确认一下that从句是否是就近修饰。谢谢

俺的理解：

1。 that 引导的从句修饰 “the contiguous forty-eight states ”。 所以a, b, c 的主谓单复数不一致。

2。 D 从语法角度讲没有错， 但是意思不清，因为语义上讲， 原题分号后面的话应该还是修饰“the contiguous forty-eight states ”。

3。 这样看来好像E是最佳答案， 但是 E 两个 where 会不会显得罗索呢？

第二个where不啰嗦，eg:...which ....and ...which..., ...that...and...that..., ...where....and...where...等等，这是对称平行结构。而且如果像D的话，两个句子用分号隔开导致这两个句子缺乏逻辑关系，就像一个说东一个说西一样。请指正！
