A错的原因是less不能修饰可数名词？可是B没有those怎么会对呢？少了比较对象啊。

C中的amount不也应该指代不可数名词的吗？

第一个选B我觉得是相对正确，因为其他的错的更厉害，而且在比较结构中，如果主语一样的话，后面是可以省略的，可以参看白勇的语法大全。

第一步：
less不能形容人，所以A、C排除，剩下B、D、E

第二步：
E，a number lower than people，拿number与people比，不parallel，所以E排除，剩下B、D

第三部：
B：fewer than (people who) have been
D：fewer than the ones (was) killed
文字前面的动词时态是have been killed，所以D的时代与文字不parallel，所以D不对

所以选B
