我选B,说说我的理由吧.

首先THAT后面应该跟的是句子,也就是主谓结构的.the city air became...

而ONE指代的是THE CITY AIR .逻辑上没有错误.

而A 的问题在于THE closer one, 指代是什么? 是the city air 吗?

那句子应该是the closer the city air came to town, the more would ......

这样的形式会比较好点.

one是不定指代，指代人，即人靠近城市越近，城市空气越。。。

the more ...the more是固定搭配，the closer/ one come ...是这样断句的
