我觉得应该选A，having是插入成分，commissioned and set是并列的

答案是C，commissioned, had and set，and前不是应该没有逗号么？

括号里的三个动作平行 共同的主语government

平行结构里最后一个前面加and连接 其他的只要用逗号连接就可以

关于逗号的问题我也不是特别明确...只是这种三个并列的貌似都加逗号，LZ能不能给个反例啊？

对啊……最后一个有and就不用逗号了吧？
