[求助]第12版 og 74 问题

hi～ 第一次发贴。

无奈我用的是新版，不晓得老版题号是多少，所以问的问题也许和以前的贴重复，麻烦高手还是耐心看一下。

74. A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lake. (不知道下划线怎么用不了＝。＝)

A. reduced the amount of phosphates that municipalities had been allowed to dump

B, reduced the phosphate amount that municipalities had been dumping

C. reduces the phosphate amount municipalities have been allowed to dump

D. reduced the amount of phosphates that municipalities are allowed to dump

E. reduces the amount of phosphates allowed for dumping by municipalities

答案是D

可是解释看的我一点头绪都没有。。。

"...Since the dumping continued after the date of the agreement, the past perfect verb had been allowed should instead be the present are allowed (if the agreement remained in effect when the sentence was written) or the past were allowed (if the agreement was no longer in effect when the sentence was written)..."

不理解阿

就是说符合逻辑的表达有两种

一种是用现在时，也就是说这个agreement到现在还适用

第二种是过去时，也就是说这个agreement到现在已经不适用了，只是那个时候规定的，可能现在已经给废除了

这两种都可以，但是选项里只有第一种也就是D

用过去完成时不对

可我就是不明白为什么是这样？如果那个agreement 现在有效，municipalities 就是过去可以倒，现在不可以倒。为什么是用are 而不是 had been
