这题里面based是修饰society的,主动的话理论上是可以的，但是句意上不太通

逗号省不省略句意其实是有差别的，你可以去搜搜限制性地点那个语从句和非限制性的区别的贴子看看

不加逗号就会翻译成“M发展了那种基于....的社会”

而实际上应该是“M发展了一种社会，而这种社会是基于..”

一种是表属性，一种是表补充说明
