可是发现这里that是作代词吗？不是this和that一般不能单独指代的吗？

that在做比较的时候是优选的指代。这道题根据逻辑意思首先就排除了没有all的选项BD，接着看到C中的as后面没有as对应而是compare to，排除。A：that which is being 不简洁且表达的不是很清楚。因而优选C

这样的话，不就成了the amount vs pollutant了吗？

D项的that指代的是the total amount of pollutant，补充完整后应该是这样的

这个句子是lz说得twice + the none结构。
