1.美国是不能用who来修饰的。。。。

2.应该不能吧，这里还是可以用逻辑来解释的，这里我也吃不准。。。

对于第一个问题，Who 之所以不能修饰美国，是因为in the US是核心词student的修饰语，所以WHO可以跳跃修饰students,刚刚才看到的，prep-2-101

第二题应该是按照从句中的主语部分代词优先指代原句中的主语来解释的，如果指代不了，可以指定其他的。
