Mayor of Plainsville: In order to help the economy of the Plainsville,
I am using some of the tax revenues to help bring a major highway
through the town and thereby attract new business to Plainsville.

Citizen's
group: You must have interest other than our economy in mind. If you
were really interested in helping your economy, you would instead
allocate the revenues to building a new business park. Since it would
bring in twice the business that your highway would.

The argument by the citizen's group relies on which one of the following assumptions?
B.The mayor accepts that a new business park would bring in more new business than would the new highway.
E.Plainsville's economy will not be helped unless a new business park of the sort envisioned by the citizen's group is built.

这题选B,就是说the citizen's group认为the Mayor 有私心， 原因是因为如果他没私心的话，他会建business park，以为business park会比highway 的 business多两倍。 但是如果the Mayou不认为business park会比highway的business多，就是说如果他确实认为highway的确比business park的效果好，那就不能说他有私心了，就是所谓“不知者无罪” 所以选B

就好比说甲和乙去吃东西。甲是模特，对身材要求很高，饮食很苛刻。而乙就是一般职业的人，吃东西只重口味，然后乙给甲要了奶油蛋糕，甲就认为乙是在害她，因为她的职业不允许她吃奶油蛋糕。但是乙不是模特 他没有这个意识，他或许就是出于好心，觉得奶油蛋糕好吃所以给甲要。

我怎么觉得即使B取非,即使mayor承认，一个比另一个带来更多的business,他也仍然有可能建
businesss少的那个。原因不一定是他有私心。
承认不承认（accept)有什么关系呢？（从哪里能推导出来：如果他承认了，他还建business少的那个，就是有私心？）
就是不明白冒出来个accept有什么用？


再说E，我觉得E，错在太极端。
所以只能排除法，选出B来。
如果这道题是个which assumption can justify the citizen's group? 是不是就可以选E了？

市长：（1）如果要振兴经济，那么就要动用资金来修路。

市民：（2）观点：如果要振兴经济，那么就要动用资金来建business park。

      （3）论据：因为建business park，是修路效益的2倍。

题目：两个不同的观点，如果将观点（1）、（2）放在一个平台上讨论，必须有一个共识，即市长必须承认（3），才具备有效的讨论基础。因此，答案B无疑义。

这道题的E是不对的，

citizen用“建公园赚的更多”来说明“mayor另有考虑”，这个claim显然是建立在mayor同意“建公园赚的更多”的基础上的。反过来说，就是如果mayor不同意这个观点，mayor就认为highway是最能赚钱的方法，那么citizen的claim就不能成立了。

对于E来说，E说的是“除了建公园，没有其他的方法可以帮助这个城市了”。E有几个问题。最大的问题就是out of scope因为跟原文citizen所说的并没有什么关系。用其他的办法显然也可以赚钱，只不过可能赚的没有park多而已
