我认为加IS不对。

首先，notably是adv.，只能修饰adj.&v.

      如果你一定要加IS一应该把notably改成notable，则此句表在前倒装，表达的意思是：William Randolph Hearst’s monumental estate at San is most notable.

其次，notably在逻辑意思上修饰monumental错。“特别地纪念”？？？句子不是想表达这个意思。
