A，and 加介词短语不妥，且不对称，they 指代不清。B，they指代不清，逻辑错误，use sth in doing sth 错误

C：examine... and deciding 不对称 D，examine and decide 对称 。E and 位置错误，导致and 前后不对称，且examine与decide 两个动词间没有连词，这样排除后，答案为D

唯一，我觉得D有点不好的是，using the 。。。不知是否会有歧义，还有逻辑主语上是从句主语还是句子主语呢？
