instead后面始终只有一个核心:the $7 per year，所以没有问题.
paying放在句尾做伴随状语，逻辑主语是law.
pay the cost $7 per year才是正确搭配.所以不能用paid.

paid不能就进修饰education吗？表示education的价格。就像这个句子：

The amount paid to
the electric company might vary from check to check, but it probably stays
within 10 or 20% of the last check written to them.

umm...如果我没有理解错,这个句子里amount才是paid的对象.也即$7 per year才能被paid，而不是higher education.主要是得留意如果用paid，paid是后置定语，而不是实义动词.
