我查了by 有“按...计算”的意思，是要去这个意思才用by吗，用according to 表示“按照，根据”的意思不可以吗，还是问题出在raise prices 上，是固定搭配吗。

还有就是without thereby的问题，能具体讲讲错在哪了吗？谢谢

without thereby有可能對, 如果author想stress "thereby"

很多的詞組有很多不同的意思, 可是commonly used的可能只有幾個, or只有幾個situations/constructions可以用某一個meaning...
只能多看書, 多用*reliable*的dictionary.
