extent 范围，程度，这里是用来修饰flooding的。

举几个extent of的例子(牛津字典）：

From the roof we could see the full extent of the park.

I was amazed at the extent of his knowledge.

The full extent of the damage is not yet known.

字典上没有看到extent to+名词的用法，网上也没查到。extent to只有后面加which+从句的用法。

I suppose后面the degree to which的用法是和the extent to which的用法是一样的。
