B是句末的独立主格...

也是满常见的结构。

C里面还有and前后被动跟主动不平行，使得逻辑上衔接得不好，但这只是effective的问题.

我自己也加一句， D中无中生有，加了动词has进去，影响了句子的逻辑关系。（不知是否正确）

Europa has been ..and has..., 第一个has 为助动词(has been), 第二个has为实意动词(有),不能构成平行

C项中明显的错误是consider  as， 但是 两个has 意义上不平等，所以最好用同位语分开
