可以根据forbid to do sth排除掉ADE，剩下BC之间的选择。

 

根据prep上的解释是C的被动语态不好，除了这点比较模糊的缺点之外，我想请教一下，C还有其他的缺点吗？

是不是C有点改变原文的意思呢？因为原文是比较贴近B的，而且NEW MEXICO可以给予特权是吗？

我理解楼主这个为什么觉得B不好，我一眼看去也觉得是New Mexico在做主语，是“Mexico开始在授权”，这感觉跟privilege开始授权一样好别扭，但可能在这里它是指部门吧~~
