That 从句放在句首当然可以做主语.OG得解释里也说了.

题中想说educators are at fault,而不是That educators have not anticipated the impact of microcomputer technology 这件事情at fault。that is to say, 某人犯错，而不是某件事犯错。can you see that?

还有，在og里，it+主句+that+从句最好不要倒装，否则表达意思awkward，这是Og里常见的一种知识点。open to discussion!
