请教 OG165 歧义问题

我知道答案应该选Ｃ，但ＯＧ的关于如下的解释不理解：

Futhermore, the use of have in B and E and of has in D illogically suggestes that the community possesses 49% of all the household incomes below

the poverty line. 怎么就歧义了？不都是４９％的家庭收入（household income）低于贫困水平吗？请大牛指教下！多谢！

D里面很明显是指社区拥有，所以逻辑错误，ETS那么说可以理解。

但是，B，E里them的指代都成了问题.可能在B，E里面ETS把them当作是指代community的吧，所以会产生那样的解释community have 49% of the HI below the poverty level，

49% of household incomes are below the level家庭收入的49%低于贫困线 这个逻辑错误很明显。

多谢版主大牛！现在看明白了，D中用which引导就只能指代community了，where指代前面的shiprock,同时A，B中的they指代不清．
