上面这段话是不是可以这么理解，申请人收到Financial Certification Statement with the admission letter后，需要填写statement并提供书面资金证明，学校在收到经其认可后的材料才向申请人发I-20表。这是不是学校的有代表性的做法？另外，I-20表是由申请人填写吗？谢谢。
