The following appeared in an editorial from a mamazine produced by an organization dedicated to environmental protection:

 In order to effectively reduce the amount of environmental damage that industrial manufacturing plants cause,thouse who manage the plants must be aware of the specific amount and types of damage caused by each of their various manufacturing processes. However, few corporations have enough financial incentive to monitor this information. In order to guarantee that corporations reduce the damage caused by their plants, the federal government should require every corporation to produce detailed annual reports on the environmental impact of their manufacturing process, and the government should impose stiff financial penalties for failure to produce these reports.”

The author's logic: reports on environmental impact of manufacturing process & impose financial penalties -> reduce damage

下面是我的一点建议跟思路，仅供参考：

The author faulsely depends on a gratuitous assumption that the company will report all impact because they fear to increase financial penalty burdens and the penalty will not discourage the company's financial incentive to protect environment.

(1) penalty is a punishment rather than "incentive". What if the company disguise annual report because of the fear of penalty?

(2) Even if (1) is ... report on impact doesn't mean the company understand the specific amount and types of damage, and it will possibly be very costly to identify... This will cost more money and discourage the company to take actions agaist environment pollution.

To sum... the effectiveness of proposal is unwarranted unless ...
