   这个句子中的it为什么不能看成是指代money，也就是说
  是这样的结构demand that the money is controlled by local school districts, but it can only be spent on teachers .but…跟着这个从句的。有什么好的办法能一眼看出
  这个but…结构是接着主句The budget for education reflects…的吗？

A中的it 是不是应该指代the money 而在语法上应该指代the budget所以造成歧义了呢？
B中的it是不是一定就是指代budget了呢？

but之前有逗号，且but后面连接的是独立的句子，表示的是BUT后面的句子与前面的主句并列，所以IT 指代BUDGET;假设错误认为it指代的是MONEY，那么表示but后面的句子应该和THAT后面的成分并列，那么应该也有虚拟成分，而不能用CAN BE（而这样一般有NOT。。。BUT。。。这样的结构，并且BUT前面没有逗号）。
