during 这个介词是指从...开始到...结束，可以接表一段时间的名词也可以接动词的名词形式，所以during the arrangement...这个本身没问题。但是，句子意思是flower这个字是在什么时候说的，而C 使用during the arrangement...，使得句子逻辑意思变成flower这个字是从插花开始到插花结束这个过程里（一直）被说的。一个字的发音过程也就几秒，除非他说话很慢很慢。

另外，我需要指点的是，arrangement of a bouquet of… 算不算双重所有格形式呢？谢谢！

during
  (AT SOME TIME IN)   
preposition
  
at some time between the beginning and the end of a period:
I woke up several times during the night.
The programme will be shown on television during the weekend

preposition
   
from the beginning to the end of a particular period; throughout:
They work during the night and sleep by day.
There were huge advances in aviation technology during World War Two.

C中arranged 后面有in，也就是spoken as sth. was being arranged in.... 这里的arrange是不是有个动态的过程？
而D是 during the arrangement of sth. in  这里的arrangement就没有了动作的意思，而in 也就没有意义了

请指正！！
