I talked with someone in office of admission and financial aid at kellogg. Although you can finance 100% of your financial need, they don't encourage you to do so because your debt will be very high. So they encourage MBAs to support themselves. The amount of money you can borrow is based on your ability to pay for your MBA cost, and such ability is different.
