求教：There be A and B，be动词应该和谁保持主谓一致啊？

白勇第三章中说：在there A and B句型中，由靠近be动词的A决定be动词的数的形式。

刚才做了800score5套题中的第三套，第9题答案是C， there are a condition and its converse regarding bodies at rest and bodies in motion

请教各位，这个主谓一致问题到底应该遵循什么原则啊？

就近原则
（1）or, either…or…, neither…nor…, not only…but also…连接的主语，谓语动词的单复数取决于离谓语较近的主语。
例句：
Not only Tom but also Mary and Helen are from America.
The students or their teacher likes the new classroom.
（2）there be 句型中，遵循就近原则。
        
例句：
        
There is a book and two pens on the desk.
There are two pens and a book on the desk.

there be句型来说  应该用MHT的 flip it  我理解为  there be句型也要看成一种倒桩  就是 A AND B BE THERE  这么看来的话  BE必须是复数 因为理解为复数    请拍砖
