我的做法是：
1.句子开头说开始了一个什么什么计划，这个计划是个人开始的么？往后看，后面有California，显然是加州在开始一个计划，即主语是California，ABC排除。
2. E: per capita和per person语义重复，错；more than twice修饰了decline from over 125 packs per person to about 60，没有D中直接用一个名drop代替整个decline的动作更来得简洁，而且语义清晰。因此D正确。

GMAT要上700

more than 那句话可以做主语吗？感觉只是modifier 呀。排除A是觉得不是一个完整的句子

E选项的比较有问题，不能说贝加尔湖超过了五大湖总和，应该是贝加尔湖的水量超过了五大湖总和

原文说的是湖比湖大，不是淡水比湖大，而且开头while看着也难受。。。
