Grow在做生长时,为intransitive verb,与rate相配的介词应该用at.

grow在做transitive verb时,为培育,种植,raise等.

另外这里应该是介词位于句首的倒装,主语是the rate,所以应该用is.

C有两个问题:1,改变了倒装的语序,强调的部分变了;2,on Earth位于句首修饰全句,但从语义上来看修饰indication更合适.
