我认为断句的话，应该是                                                     49%            of    ，     household incomes


household incomes 是指这个community各个家庭的收入(即是一系列数据），而不是community的收入总和，也不是某一个家庭的收入，因为它用的是复数而非单数。比如：


在A community有5个families,poverty level 是500元，tom家收入400，mike家600，lisa家700，mary家200，john家600。那这个community就是：40% of household incomes are below the poverty level.


所以，49% of household incomes are below the level是指这些收入数据中的49%在线下,没有歧义。

如果要表达“家庭收入的49％”，turtlechen提出过“双重所有格”的概念，但链接已经无法看到，但根据我的查询，此处不能用“双重所有格”

双重所有格：在表示所属物的名词前有冠词，数词，不定代词或指示代词时， 常用“ of词组+所有格”来表示所有关系，这就构成了双重所有格如：a play of Shakespear’s (莎士比亚的一部戏剧)。用不用双重所有格有时候意思也是有区别的

那么“家庭收入的49％”似乎应该是用“49 percent of the household income’s ” 表达。但是我认为这种说法是错误的，因为“只有表示有生命的东西的名词所有格才在名词后加’s”，所以双重所有格只是对于有生命的东西才存在。表示无生命 东西的名词一般与of构成词组表示所有关系, 如：the color of the shoes等。所以我认为“49 percent of the household income ”（注意income这里是单数）就可以了，单复数是关键(income通常都是单数）。
