个人觉得应选D): (more than 3 times) as many institutions charge under 8000 as charge over 8000.记得Kaplan中有一题为类似结构， 大概是： as many people attend today as attended yesterday。as many 主语+动词 as （省略主语）+ 动词/ more 主语+动词 than （省略主语）+ 动词的用法是正确的，在一般文章中常见。比如说，more people agree than disagree, 而并不是more people disagree than those disagreeing。 之所以在as后省掉主语大概是因为无论用those或原来的词（institutions)大概是因为读起来别扭。
E)并没错，特别是as many institutions ... as those 从语法/并列上来讲都是对的，也常见人这样写；但总觉得as many institutions do this as those doing that 比较awkward，更常见的是there are as many institutions doing this as (those) doning that。
