对啊对啊   这题完整的句子应该是
drivers will be as likely to exceed the speed limit as they are (likely to exceed ) the current one

as 后面不一定是要接句子吧,在这里虽然在og中有出现过as 作为连词接句子的案例
以下是我比较认同的看法来自 rpch2004
搜几个句子拿来研究下
(1)Women are now as likely to use the Internet as men
(2)He's as likely to fight us as the Trojans.他和特洛伊人一样想和我们作战。
(3)IT people are twice as likely to wear heavy metal t-shirt as other people
都为主语之间的比较,之所以第二个as后面不加 are 或者 is 是因为be动词后面没有宾语,不构成主谓宾比较,看成是主谓比较,不用重复动词
注意这里不会引起歧义,拿第一个句子说,不会引起use the Internet 和 use the men的歧义
回到本题,如果按我说的省略they are:
Traffic safety officials predict that drivers will
       
be as likely to exceed the proposed speed limit
           
as the current one.

其实也就是拿出Drivers will
               
be as likely to exceed the proposed speed limit
                   
as the current one.来研究

歧义就在:Drivers will
                       
be likely to exceed the proposed speed limit 和The current one will
                               
be as likely to exceed the proposed speed limit 的可能性一样,也就是会被误认为是主语之间的比较

哦!原来是怕歧义!我还在想说从句和主句的主谓一样,所以as (drivers are likely to exceed) the current one 括号部分可以省略咧!

as作为连词其实就是as省略的情况表现,as本身就应该接句子,只不过是由于是主谓句型或主系表句型中的主语的比较,后一个句子的谓语或者系动词刚好和前一个句子的谓语或者系动词完全一样(注意是完全一样,一样的时态,一样的数量),所以谓语动词或者系动词可以直接省略。
但是*1. 任何比较的句子,如果第一个和第二个句子谓语的时态或数量不一样,必须要把第二个句子的谓语动词或者系动词补出来。2. 主语不一定要和谓语同时补出来。有个句子是关于美国士兵二战中死了的人数和美国内战中死的人数的对比,第二个句子中的主语people就是没有补出来的。。。(一时想不起具体句子是怎么样了)
该句子是主系表结构,可是比较对象是表语即be后的内容,如果第一个句子和第二个主谓语完全一样,是可以把第二个句子的主语和谓语省略的,可是因为题目中第一个句子谓语是将来时,第二个句子是现在时,所以第二个句子的谓语are一定不能省。。。
D项首先句子重复啰嗦了,drivers are likely that they are...;as后面只接the current one错,因为as后面应该明确接的是句子,只是因为一些情况下有相同的部分省略了所以看起来才像是个连词可以接短语,而题目中未划线的部分the current one就提示了as后接的句子时态是现在时,与比较的第一个句子的将来时态不一样,as后面的结构现在时的谓语动词肯定不能省略;

个人并不觉得D歧义,Ron说过in order to have genuine ambiguity, both versions of the sentence must contain proper parallelism of both grammar and meaning.
这里current one指代的肯定是SPEED LIMIT,因此所说的歧义的诠释rivers will be likely to exceed the proposed speed limit as the current one will be as likely to exceed the proposed speed limit proposed speed limit 仔细看一下as后面的意思变成了the current proposed speed limit will exceed the proposed speed limit,limit怎么可能超过limit,这个比较是不make sense的,只有driver才能exceed the limit,所以不存在歧义,因为第二个诠释没有proper的meaning,要说只能说比较对象表达不完整,不能用一个action和一个名词比较(严重同意楼上的说法,时态转变补出主谓,这里是未来和现在的比较)。D的错误一个是as likely that错误,要用as likely to,第二they are补出更好,因为更完整,更能清晰地i表现两个不同时间action的比较。
关于真正的歧义,quote Ron大神的例子
josh has known tim longer than stephanie.
this can mean two things:
(1) josh has known tim longer than josh has known stephanie;
(2) josh has known tim longer than stephanie has known tim.
the reason why both of these meanings are legitimate sentences is that they are both perfectly parallel: (1) is parallel because the parallel elements are tim and stephanie (both people, both in the same context), and (2) is also parallel because the parallel elements are josh and stephanie (both people, both in the same context).
i don't think that your example above would be considered ambiguous, because the second interpretation doesn't pass the test of parallelism: "employees" and "businesses" aren't parallel concepts.

ABC 又有equally 又有as,做题的时候感觉这么说不如as。。as好,先排除。DE,E中省去likely to exceed,虽然没见过省这么多的,但也说的通。补上后就是个大平行,意思也对,比较的是两种行为的可能性大小:司机超过目前限速值这件事,和司机超过计划的限速值这件事的可能性相似。
