B错在at any time。 their可以指代manufacturers，也可以指代small cars。
D有歧义，是more cars 还是 more fuel-efficient ?

我也觉得A对，make sth + adj，怎么看都顺眼

而C中的make small cars that是什么意思，that修饰cars?那make + n是个什么结构？
